Click here for the Printable Version NORTH CHEROKEE DIZZY DEAN BASEBALL NEW RULES AS OF 01/18/10 COMMON RULES 1. Any incident not covered by these amended rules is to be addressed as stated in the Dizzy Dean rule book, Pro rule book, or Executive Board. 2. A team may start a game with only 8 players. In ages 9 and up teams starting with only 8 players will have to take an out when it's time for the ninth player to bat. This out will not be applied in 8 and under age groups. 3. If a team can field only 9 players at the beginning of the game, and one becomes ill or is injured, it is not an automatic out at the player's turn at bat. If the player is able to return to the game, he or she will assume their original position in the batting order after one complete inning. 4. Line ups must be presented prior to game time; any players not present at game time must be included on the substitute list to enter in the game later. Player's arriving after game time must be added at the bottom of the batting order. 5. If a team fields only 8 players and one becomes sick or injured and is unable to continue, Their team must forfeit the game, regardless of the score. 6. The starting time of a new inning will be determined when the third out is made in the bottom of the current inning. (If the home team is batting and the third out is made with one minute remaining of the game, then the next inning must be played.) No new inning will be started after 10:30 pm Monday thru Thursday if the score is tied the game will end in a tie, each team will be awarded 1/2 of a win. 7. Game time for each age group is as follows: * Ages 3/4: 1 hour * Ages 5/8: 1hour and 15 minutes (no inning will begin after 1hr. 10 minutes.) * Ages 9/10: 1 hour and 45 minutes (no inning will begin after 1hr. 40 minutes.) *Ages 11 and up: 2 hours (no inning will begin after 1hr. 50 minutes) 8. Should at the completion of regulation time and or regular innings a game end in a tie score, the game will be extended 1 inning and only 1 inning. During this extra inning each team will place a runner on 2nd at the beginning of their offensive turn. This runner shall be the last completed batter from the previous inning. If their is no score at the end of this inning or the score is still tied, the game will be ruled in a tie and ended. This rule will not apply should the mentioned time of 10:30 p.m. be effected. 9. Each player must play at least 2 innings per game, time and run limits permitting. Exceptions to this are; injury, illness, or disciplinary action. 10. There will be a limit of 7 runs per inning. 11. No metal cleats shall be worn in ages 14 and under. 12. Each team will bat the complete roster. 13. Each team will have a free substitution. 14. There will a grace period of 15 minutes for the first game of the day, including Saturday games. These 15 minutes will be included in the game time. A team must begin play if there are 8 players present or forfeit the game. 15. Ages 9-18: if a pitcher hits 2 batters in the same inning or 3 in the same game, they must be removed from the mound for the rest of the game. 16. Ages 9 and up will follow "Dizzy Dean" guidelines regarding the number of innings a pitcher may pitch per week and per tournament. Any exceptions or changes to innings pitched shall only occur by NORTH CHEROKEE BASEBALL board approval. 17. North Cherokee Baseball sanctioned game will not follow "Dizzy Dean" guidelines regarding the bat drop weight of 3oz. 18. Preseason Round Robin play will be played by league rules with these exceptions: * The game shall end when the time limit is up regardless of the score . 8-under 1 hour/9-up 1:45 * If a batter is at bat he or she will be allowed finish the bat. * Pitchers will be limited to 2 innings per preseason game for ages 9 and up. 19. Postseason play will be played by league rules with these exceptions: * Ages 9 and up will follow tournament pitching rules as given in the Dizzy Dean rule book. * Teams 8 and under may play as many as 3 games in one day. * Ages 9 and up will not be required to play more than 2 games in a day. 20. All teams will be required to use the official league ball designated by the North Cherokee Board at the beginning of each season. 21. Anyone wishing to in a play community other than the community that they played with the last year must prove to the North Cherokee Board that they physically reside in that community. 22. Ages 9 and up will receive no warning for slinging the bat. The batter will be called out is seen by the umpire. 23. Any team that has a player(s) that are playing down in any age group must follow these guidelines: * 8 and under: The player must bat below 6th. * 9 and up: The player must bat below 6th. If the player(s) are pitchers they can pitch no more than a combined 4 innings per week. 24. Players will only be allowed to play in an age division that is no more than one year above their physical age. Depending on the needs of the local community the local board will have the authority to regulate participation of players wishing to play in an age division outside their physical age. 25. Age division 9 and up pinch runners will be allowed as an option for pitchers and catchers. The pinch runner shall be the last batted out, regardless if the out occurred in the current inning or the previous inning.
Age division rules Ages 3&4: League Description: This is a training league there will be no official score or league standings are kept. Emphasis it to be placed on learning the game of baseball and having fun. Rules of Play: *There will be a1 hour time limit. * The base paths will be 50 feet in length. * An 20' arc in front of home plate will be drawn for defensive purposes only. * There is no minimum distance traveled by the ball for it to be fair. * A team will bat all players every inning regardless of the number of outs made. * Expiration of the time limit is the only event that will interrupt a completion of the batting order. * During the first round of the batting order a tee will be used. * During the 2nd and following rounds of batting order an adult coach may pitch up to 3 pitches then the ball will be placed on the tee and the hitter will continue until the ball is hit * There will be no strikeouts. * A batter may advance only one base per hit. * Runners may advance only one base per hit. * Any runner making an attempt to take a base that is tagged or forced out will be called out and an explanation of the call will be given to the runner. The runner will remain on the base regardless of the call. * A hitting coach will be allowed to assist the batter at the plate. They will be responsible for placing the ball on the tee when it is used. * There can be 2 base coaches who will utilize the coaching boxes at bases 1st and 3rd. * One pitching coach may be on the field after the 1st inning is complete. * All coaches must stay clear of the players and the base paths when the ball is in play. * All players on the team play every inning in the field. * There will a limit of 6 infielders including the catcher. * There will be no limit on the number of outfielders. * Players should be instructed to make the proper play by throwing the ball to the correct base. * Defensive players should be taught to throw the baseball and not chase after the runners. * Two coaches will be permitted in the outfield.(parents may accompany players into the outfield only when necessary.) * One coach will be allowed in the infield.(They must remain behind the pitchers mound.) Ages 5-8 (common): 201. The defensive team pitcher must wear a complete helmet, including face shield. A chin strap shall be worn, in the correct manner, "at all times" while the pitcher is on the field of play. Failure to follow this will result in the player being removed from the game. 202. A game will be considered complete when a team cannot mathematically tie or win the game. 203. There will be no walks in 8 and under. 204. Teams in age divisions 8 and under will play all players in the field regardless the number. The following guidelines will apply: * There will be a limit of 6 infielders including the catcher. * There will be no limit on the number of outfielders. Ages 5-6 301. An offensive batter will receive 7 pitches. If the batter has not hit the ball in play or struck out after the delivery of the seventh pitch they will be declared out. 302. An adult pitcher must stay within a straight line between home plate and the pitching rubber. They may pitch from any distance from home plate and the pitcher circle. 303. There will be 1 warning per player for slinging the bat. After this, the batter will be out each time they sling the bat. 304. The 20 foot arc is for defensive purpose only. Defensive players must remain behind the 20 foot arc until the ball is hit. A batted ball is fair anywhere on or in front of home plate. 305. Catchers must wear headgear (that includes a face mask), chest protector and throat protector. A protective cup is strongly recommended. Ages 7-8 401. An adult pitcher must stay within a straight line between home plate and the pitching rubber. They may pitch from any distance between the pitcher's circle and the 20 ft arc. The pitch may be over handed or under handed. 402. There will be one team warning for slinging the bat. After this, each slung bat will result in the batter being called out. 403. Catchers must wear the following: chest protector, headgear with mask and throat protector, and shin guards. A protective cup is strongly recommended. Ages 9-10 501. The umpire does not have to give time-out to a defensive player to prevent a runner from advancing. 502. If the forward progress of a base runner has stopped, and the pitcher has the ball anywhere on the pitching mound, the play is stopped and the runner must return to the base. This will be called at the umpires discretion. 503. No baulks will be enforced. 504. A base runner can advance, by stealing, no more than one base per pitch. Ages 11-12 601. The 11 and 12 year old division will follow "Dizzy Dean" guidelines addressing the advancement of a batter on a dropped third strike by the catcher. The runners ability to advance will be at the umpire discretion based upon whether the the batter forfeited that right by leaving the batters box with the intention of returning to the dugout. All-star Guidelines * Criteria regarding the selection of the all-star teams and coaches will be reviewed and implemented each year by the acting North Cherokee Board.
